The Karachi Metropolitan Corporation invites Technical & Financial Proposals separately in sealed envelopes tor Detailed Survey, Sorl Investigation. Preparation of Feasibility Studies & PC-I. Detailed Design, Preparation of Tender Documents and Supervision Services for the following projects from the Reputed Consultancy Firms having experience of similar nature of works and registered in the relevant category of PEC for the year 2011-12.

NAME OF WORK

Consultancy Services for the Work of “Construction of Flyover at Water Pump Shahrah-e-Pakistan. Karachi”.

Consultancy Services for the Work of “Construction of Flyover at Ayesha Manzil, Shahrah-e-Pakistan, Karachi”.

Consultancy Services for the Work of “Construction of Flyover at Dakkhana. S.M. Taufiq Road. Karachi”.

Consultancy Services for the Work of “Construction of Flyover at Teen Hatti”.

TERMS & CONDITIONS;

1. RFP will be available tor sale during working hours from the Office of A.A.O / Incharge Tender Section, Engineering Department, KMC. situated in the Right Wing of 4th Floor. Civic Centre. Gulshan-e-lqbal. Karachi, situated at 4th Floor. Civic Centre, Gulshan-e-lqbal, Karachi upto 16-02-2012 on payment of non-refundable cost of RFP through Pay Order
from any scheduled Bank in favour of KMC along with written application on original letterhead.. The Technical & Financial Proposals in sealed cover separately superscribed with the name of the work should be submitted in the Committee Room of Director General (TS).KMC. 4th Floor, Civic Centre. Gulshan-e-lqbal. Karachi on 18-02-2012 at 2:00 pm in the Tender Box. The Technical Proposals will be opened at 2:30 pm on the same day and venue. The Technical Proposals submitted by the Firms will be evaluated by Tender Evaluation Committee. KMC and Financial Proposals of qualified Consultants in Technical Evaluation will be opened by Tender Evaluation Committee later In case the date of opening or last date of sale is declared as a public holiday by the Government or non-working day due to any reason, the next working day shall be deemed to be the date tor last date of sale and submission and opening of tenders at the same time as mentioned above. Proposals in unsealed covers will not be entertained The procuring agency may reject any or all bids subject to the relevant provisions of SPPRA Rules-2010. The firms shall submit evidence of financial capability and experience as mentioned above with the documents.

Assessment and Strengthening Programme (ASP) is a USAID funded Programme which is designed to bring the management of Pakistani Civil Society Organisations (CSOs) and the Government of Pakistan (GOP) organisations to a higher level of management excellence, accountability and transparency. Lahore University of Management Sciences (LUMS) is a participant in the realisation of this proposal. Its role is to provide the academic resources required to assess and strengthen Pakistan’s CSO and GOP resources, as well as to provide the infrastructure and technical support required to deliver this education.

Applications are invited against the following key position of ASP-LUMS:

Procurement Training Specialist:

Position Purpose: The Procurement Training Specialist will lead the capacity building activities of the Assessment and Strengthening Programme (ASP) in the area of procurement. He/ She shall supervise and track the tasks of capacity building, need identification, development, designing capacity building plans, preparation of institutional development manuals and system documents related to the area of procurement. He/ She shall ensure the quality of the capacity building activities of the programme.

Main Responsibilities:

•    Supervise the activities and strategic planning for capacity building of ASP in the area of procurement

•    Supervise the implementation of the strategic plan

•    Work with the LUMS faculty to initiate and supervise any research, cases, articles and working papers

•    Provide strategic and leadership directions in planning, designing, managing research and training activities in the area of procurement

•    Review capacity building activities like development of governance systems, system documents. Standard Operating Procedures (SOPs) and training curriculum for the ASP beneficiaries like the Government, the Civil Society Organisations (CSOs) and the private sector entities in the area of procurement

•    Assess the capacity needs of LUMS faculty and the quality of the services provided by them in the area of procurement

•    Advocate and provide policy advice on key capacity building issues related to procurement

•    Develop material which educates different audiences in the public, private and the CSOs to promote good governance in the area of procurement

•    Oversee technical support in facilitating collaboration on the capacity building component amongst the national and provincial levels in the area of procurement

•    Strategic meetings with the steering committee and chief of party

Qualification & Knowledge Required:

•    A Masters degree in Social Sciences/Management Sciences from a HEC recognised university

•    Strong knowledge of USAID procurement policies and processes followed by GOP

•    Knowledge of training requirements of different departments of the Government, on the provincial and federal level

•    Basic knowledge of MS Office

Experience & Skills Required:

•    Atleast 12-15 years of progressive experience in concerned area

•    Demonstrative experience in institutional development initiatives and capacity building of Government and Civil Society Organisations

•    Demonstrative experience in developing governance related manuals, system documents, learning materials, delivering training courses and other capacity building initiatives

•    Good verbal/written communication skills

•    Effective team player

•    Strong managerial skills

•    Creative

•    Focus on quality and effective management of multiple tasks

•    Must be able to meet deadlines in a fast track environment

MINIMUM QUALIFICATION AND EXPERIENCE
1)    Professor: Ph.D degree/relevant terminal qualification from a recognized and reputable Institution in the relevant field with 11-years post-PhD/Relevant terminal degree or minimum of 7-years of post-PhD experience with at least 12 years of experience prior to the Ph.D. The experience to be counted is to be of teaching/research in a recognized University or a post-graduate Institution or professional experience in the relevant field in a National or International organization. In addition 15 research publications (with at least 5 publication in the past 5 years) in internationally abstracted Journals, recognized for the purpose of the appointment on TTS by the HEC.

2)    Associate Professor: Ph.D./relevant terminal qualification from a recognized and reputable Institution in the relevant field with either 6-years post-PhD./relevant terminal degree or minimum of 4-years of post-Ph.D experience with at least 6-years of experience prior to the Ph.D. The experience to be counted is to be of teaching/research in an recognized Univeristy or a post-graduate Institution or professional experience in the relevant field in a National or International Organization. In addition 10 research publications (with at least 4 publications in the past 5-years) in internationally abstracted Journals, recognized for the purpose of the appointment on TTS by the HEC.

Note: For Pharmacy candidates valid registration certificate by PCP is required.

3)    Assistant Professor: Ph.D./relevant terminal qualification from a recognized institution and excellent written communication skills as well excellent presentation skills. An Assistant Professor should be demonstrably competent in the subject matter area of courses taught and should have indicated a serious commitment to teaching, but it need not be expected that an extensive reputation in the field has been acquired. As the Assistant Professor continues in this rank an effort to increase knowledge and improve teaching ability should he demonstrated, and professional presentation should be made through papers to professional organizations, through publications, or through other creative work.

The conditions laid down by the Finance Division, Government of Pakistan for the aforesaid salary scales are as under:

i.    The salary scales will be all inclusive and no other allowance, benefit and facility will be admissible to the concerned faculty members except gratuity equal to one month’s pay for each completed year of service. For this purpose the pay should mean the pay last drawn after each completed year of service.

ii.    The Faculty Members appointed under these scales will be subject to annual review of their performance as provided in their terms of contract laid down by the HEC (Tenure Track Statutes version 2.0).

Existing faculty on Tenure Track/Tenured appointments will be governed under the Shah Abdul Latif University, Khairpur Tenure Track System which will be provided along with the application forms.

1.    Prescribed application forms to the above posts are obtainable from the office of the Deputy Registrar (Admn. Teach) on payment of Rs.1000/- per form through a Challan payable in the Habib Bank Ltd. Shah Abdul Latif University, Khairpur Branch.

2.    Application forms with full particulars along with articles published with attested Photostat copies of CNIC degrees (Marks/ Pass) certificates from Matriculation & onwards, transcripts, 02 recent passport size photographs should reach in the office of Registrar on or before 20-02-2012.

3.    The application received after due date or incomplete in any manner shall not be entertained.

4.    Applicant already in service should apply through proper channel. Applications which are not received through proper channel will not be entertained.

5.    Number of vacancies can be increased or decreased.

6.    The University reserves the right of cancellation of advertised posts at any stage.

It has established 153 Vocational Training Institute (VTIs) and present capacity is 40,000 trainees/ year. TERMS & CONDITIONS:
