The Cooperatives Department, Government of the Punjab SITUATION VACANT

The Cooperatives Department, Government of the Punjab invites application for the appointment to the Post of Chairman, Punjab Cooperative Board for Liquidation on contract basis.__

Qualification/Experience:-

(a)    a retired civil servant of the rank of the Secretary to the Government, possessing at lease twenty years experience of dealing with revenue matters or civil administration; or

(b)    a Law graduate who has at lease 17 years’ experience in civil, revenue or liquidation matters; or

(c)    a Chartered Accountant who has at lease 15 years’ experience, preferably in matters relating liquidation.

Note: (1) In case of (b) above, a list of 10 cases conducted by the applicant in the High Court / Supreme Court, including 3 cases reported in a reputed Law Journal, in which according to the applicant some important questions of law have been decided shall be annexed with the application and shall be a factor supporting experience.

(2)    In case of (c) above, the applicant’s association with two winding up / liquidation cases, as a functionary of some reputed company / firm, or otherwise, particularized in his application shall be a factor to substantiate experience.

(3)    Those who applied in response to previous advertisement dated 03.01.2012 will have to apply afresh with full documents.

Age & other Conditions:-

(a)    be a citizen of Pakistan; and

(b)    In case of (a) above, not more than 63 years of age, and in case of (b) and (c) above, not more than 55 years of age as on 25-04-2012

Tenure & Pay Package:-

(a)    On contract, initially for a period of 2-years, extendable for another 1 year at the discretion of the Government.

(b)    Negotiable, up to MP-I Scale.

Periodically updates and revise the policy to reflect changes in external and internal circumstances. Ensure policy consistency, quality control and transparency. Draft policy papers on establishing a project development facility. Help prioritize PPP Project proposals according to their alignment with the overall PPP policy.

Provide support to the PPP Steering Committee in terms of financial information and expertise required to review PPP project proposals. Maintain close liaison with the Risk Management Unit and facilitate risk assessment (or PPP project proposals. Provide input on financial information regarding preparation of operating guidelines, procedures and documents for PPP projects. Advise the PPP Steering Committee on cross-sector and sector-specific financial issues affecting PPP development. Facilitate development of a PPP policy for Punjab and getting it notified/approved by GoPb

Provide periodic input regarding any new changes required in PPP policy, especially with regards to financial issues Review PPP project proposals submitted by line departments and local government, especially wth regard to financial issues
