Deputy PSM Manager Job in Together Donar Funded Project
A donor Funded Project invites applications from qualified candidates for the following posts, on contract basis
Under the guidance and direct supervision of the Manager Procurement and Supply Chain, Deputy PSM Manager- NON-Pharmacist will undertake the following activities;
Implement all procurements, contract management, and supply chain activities for goods, services, works, civil works, consultancies, and non-health products;
Identification of procurement needs and preparation of realistic procurement plans and development of appropriate procurement strategies; Assistance in cost estimations for the required goods/services;
Conceptualization, elaboration and implementation of procurement and contract strategy including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, administration of the contract and the performance management of the contractors, legal considerations and payment conditions as well as risk assessment-
Preparation and review of technical specifications and/or terms of references; Working with concerned stakeholders on procurement needs, providing technical support on specifications, cost implications and logistics for safe delivery both externally and internals-Regular reporting on acquisition processes using procurement process monitoring systems and mechanisms;
Analyse the quality of goods and/or services delivered in relation to the needs of the operation/stakeholder and established quality standards; Finalizing specifications and preparing shortlists based on needs and investigation of related market, identify suitable vendors with due consideration to price, quality, delivery time, warranty and after sale servicing where applicable; Developing and issuing invitations to bid, requests for quotation, and requests for proposals; Publishing procurement advertisements and awards and maintaining a database on procurement activities; Evaluating submissions to ensure technical compliance with the project’s needs and cost-effective purchase of goods and services; Ensuring all procurement actions are conducted as required according to PR Procurement Manual, other PR manuals, and PPRA Rules where applicable, with the highest degree of personal and professional ethics. Any other related role as may be delegated by management, PSM Manager from time to time; Required experience, competencies, and skills
The candidate must have profound knowledge and experience in procurement and supply chain management preferably; At least 5 years progressive working experience procurement and supply chain activities, Experience working with public sector departments/ large projects will be an asset; Command procurement planning, forecasting, quantification, specification development-Knowledge of development and management of supplier contracts is mandatory;
Strong organization, communication & administration skills, excellent reporting and computer skills are required. Skills in local and international procurements practices, clearing and forwarding, warehousing, and distribution; Ability to prepare reports using Ms. Office Packages and PowerPoint-Flexible, willing to work under pressure and tight deadlines, willing to learn; Experience in supervising junior staffs and mentoring; Required Minimum Qualifications
Honors Bachelor’s Degree from a HEC recognized and reputable University, plus a Master’s Degree in either Business Administration, Public Administration, Public Health, Procurement/Supply Chain Management, Commerce, Economics, etc.;
Additional qualifications such as Diploma or Certification in Procurement & Supply Chain such as CIPS, etc., will be an added advantage; Candidates with Honors Bachelor’s Degree in Law, combined with another Bachelor’s Degree or relevant Diploma from a HEC recognized and reputable University will be considered in lieu of a Master’s Degree, provided they meet the desired experience, competencies, and skills; Applications along with CVs clearly mentioning the post applied for, applicant’s name, date of birth, CNIC number, experience certificate, passport size photograph, complete mailing/permanent address and contact numbers should reach the following address within 15 days of publication of this advertisement.
