Invitation for Expressions of Interests for positions of Individual Consultants

The Government of Balochistan has received a Grant from Pakistan Partnership for Improved Nutrition Multi-Donor Trust Fund, administered by the International Development Association (IDA) to improve the nutritional status of women and children in Province of Balochistan through Balochistan Nutrition Program for Mothers and Children(BNPMC), Provincial Nutrition Cell, Department of Health and it intends to apply part of the proceeds of this grant to payments for following Individual Consultant’s Services to be procured under this project:-

Required Qualification & Experience

Qualification: A Master’s degree in Nutrition, Public Health with specialization in Nutrition, Nutrition Epidemiology. Development Studies or equivalent. Experience: The consultants should have strong qualifications and extensive experience in nutrition, public health with specification in nutrition and in managing and implementing nutrition projects.

At least 10 years of experience of working as development practitioner and undertaking similar assignments in the past.

Qualification: At least Master’s Degree from HEC recognized University preferably in Accounting or Finance, preferably CMA’ ACCA/CA-Finalist {or equivalent). Training in SAS shall be a preference.

Experience: At least five (5) year’s progressive cxpericnce of financial management services (post-qualification) in the public and private health soctor. Qualification: At least Master’s Degree from HEC recognized University in Business, Economics, Engineering Statistics, Finance or Commerce. Experience: At least eight years’ experience of specifically in procurement and logistics, preferably under World Bank projects with specific exposure to procurement of Goods, IT & Consultant Services.

Qualification: Master’s degree in Nutrition. Public Health, Development Studies, Economics, social science with an additional qualification in project cycle management, data management, monitoring and evaluation or any equivalent Experience: Should have a minimum of ten (10) years of experience in the development sector specially in the field of Monitoring and Evaluation; Extensive experience and proven track record of excellence in designing, implementing, monitoring and evaluating community level nutrition andtor public health programmes.

Qualification: Master’s degree in Communication or Science related to Social and Behavior Change, Inter-personal Communication. Public Communication, Media Communication or a related discipline.

Experience: At least ten (10) years’ working experience in implementing and managing nutrition, public health, development or related sector’s communication programs;

3. Procurements Logistic Officer (Oneposition)

4. M&E Frame Work and Tools Expert (One position)

5. Behavior Change Communication (BCC) Expert (One position)
Strong communication skills and a proven record of achieving results as documented in citation of various projects/work

Selections shall be made in accordance with the method contained in Part V of World Bank’s Guidelines for Selection & Employment of Consultants, January 2011.

Attention of prospective individuals is drawn to paragraph 1.9 of Consultant Guidelines: whereby “Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower”

Civil servants may be hired under provided that such hiring does not conflict with any employment or other laws or regulations, or policies of the country and if they (i) arc on leave of absence without pay, or have resigned or retired for a period of at least 6 (six) months, or the period established by statutory provisions applying to civil servants in the Borrower’s country, whichever is longer; (ii) are not being hired by the agency they were working for before going on leave of absence without pay, resigning, or retiring; and (iii) their hiring would not create a conflict of interest (sec paragraph 1.9).
