GOVERNMENT OF THE PUNJAB PLANNING & DEVELOPMENT DEPARTMENT PUNJAB RESOURCE MANAGEMENT PROGRAM PROGRAM MANAGEMENT UNIT

CONSULTING OPPORTUNITY FOR FINANCIAL MANAGEMENT SPECIALIST

Program Management Unit, Punjab Resource Management Program requires the services of experienced Financial Management Specialist. The responsibilities/tasks and qualifications are as under:

RESPONSIBILITIES

(i)    Preparation of implementation plan, as required under Punjab Public Management Reform Program (PPMRP), on prescribed format by PRMP;

(ii)    Collection of Budget Execution Reports (BERs) on the format agreed with the World Bank from Targeted Departments/Implementing Agencies of the program.

(iii)    Identify discrepencies (if any) in BERs, Budget Book, PIFRA figures and propose corrective measures accordingly.

(iv)    Preparing withdrawal Applications and submission to the World Bank.

(v)    Preparation of Annual Financial Statements (AFS) of the program as per Cash Basis, IPSAS;

(vi)    Analysis planning, design, implementation, and monitoring a system to augment internal controls in line with best practices in the process of payment and expenditure management;

(vii)    Assistance in management for the development of Asset Management System;

(viii)    Preparation and analysis of periodic Financial Management Reports (FMRs) and rendering advice to mitigate risks;

(ix)    Rendering advice for computerization of Accounting system;

(x)    Any other task related to financial management.

QUALIFICATION AND EXPERIENCE

(a)    Professional Accountant (CA/ACCA/ACMA/MBA/M.Com);

(b)    3 years experience in financial management, audit or accounts;

(c)    Experience of public sector and donor funded projects is highly desirable;

(d)    Strong analytical and presentation skills;

(e)    Ability to work in a collaborative, team environment;

(f)    Written and oral fluency in Urdu and English;

(g)    Excellent IT and report writing skills.
