Vacancy Announcement

An international donor funded organization Is seeking applications from qualified, dedicated and high caliber candidates for the following positions.

Strategic Planning and Institutional Development Coordinators, Three Positions one each based in Karachi, Peshawar and Lahore with extensive travel in their respective province.

The Coordinator-Strategic Pfenning and Institutional Development will:

•    Assist Director Strategic Planning and Institutional Development in developing strategic plans of university faculties of education.

•    Review and assist with fine tuning model developed for preparing College Improvement Plans (CIP) with colleges.

•    Provide technical assistance to elementary colleges in the assigned province to prepare College Improvement Plans (OP) under the guidance of staff in Islamabad and support from provincial staff. Facilitate policy and system changes that support CIPs.

•    Assist and monitor implementation of Strategic Plans and CIPs in universities and colleges respectively.

•    Provide other support to Strategic Planning team as directed by the Senior Technical Director for Policy & Planning or the Provincial Director.

A minimum of a master’s degree in Education or social sciences, at least 5 years relevant expenence in education planning and management, & knowledge of provincial government education system

Database Manager {Islamabad based)

With oversight by the Senior Director M&E, the Database Manager will:

•    take fuH ownership of all databases development, management & reporting

•    ensure quality, undertake data security management, support with data analyses and feed back to concerned officials for mid-course corrections & informed decision-making

•    ensure data quality through: development of data collection tools, documentation of procedures, training on data collection & management of staff/data, triangulation of data on key Indicators, monitoring or auditing of collected data and perform consistent & established data checks

•    implement the data management strategy along with the field and home office IT staff

•    provide design and support to the technical team and Provincial team members in terms of data modeling, architecture and integration which will involve the development or various data reporting strategies

•    some staff management experience will also be required.

Minimum Requirements:

Ideally a post graduate with five years practical experience in Database Development, Management, Reporting, Analyses with strong technical knowledge of MS Access and SQL based reporting. Exposure to the full software development Hfecycle and web based development environments (.NET) would be an asset as would be some team leading experience. The ability to define data management strategy & architectures and prior knowledge of USA1D reporting processes would be helpful.

Manager Quantitative Monitonng & Evaluation (Islamabad based)

With oversight by the Senior Director M&E, the Manager Quantitative M&E will:

•    conduct monthly spot checks of data, and advise the database manager and Coordinator Qualitative Analyst of any issues such as missing data, or anomalies in feedback among participants

•    assist with developing quantitative evaluation plans, research studies, including assisting with study design, sampling, quantitative and qualitative data collection and analyses, and reporting .

•    prepare and implement contracts for evaluation, research, and surveys (as required)

•    wnte methodology for evaluations, research, and surveys, including the development of design, timelines, staffing requirements, etc.

•    manage the administration of pre-testing and refinement of evaluation & survey tools; and provides guidance

Minimum Requirements

A combination of a post graduate level education, training, and experience from an accredited university, and successful experience in designing and implementing educational evaluation, research, surveys and/or assessment projects. University coursework or report writing skiUs in evaluation, research, measurement, assessment and/or statistical analysis Is desirable. Evaluation and research methodotogy and theory: descriptive and Inferential statistical analysis procedures and Interpretation; psychometric aspects of testing; data reporting, and appropriate ways to analyze, interpret and use the data wilt bo an asset
