Program Development and Quality Director
(1 Position based in Islamabad)
The Program Development and Quality Director contributes significantly to ensuring quality, effective and efficient programming that maximizes the sustainable impact of CARE’s worii in Pakistan. The PDQ Director contributes towards establishing CARE as a leac-ng and respected agency in specific strategic areas in accordance with the Country Office (CO) Strategic Plan. The PDQ Director is an active member of the Country Leadership Team (CLT). and as such s/he shares responsibility ‘or overall governance of the CO. as well as for moving ahead the strategies and achieving the objectives of the CO Strategic Plan. Annual Operationa P an and speofic CARE programs, and ensuring the CARE’s principles, cooes, and policies are resaectedat all limes.
Specifically, the PDQ Director will:
Leads program development and quality in the CO. with a particular emphasis on maintaining quality and accountatWily standards, advancing and mainstreaming of strategic partnerships, governance, advocacy, rights based approaches, and gender equity and diversity. ”
Supervises the program tajjmcat advisors and coordinators so as to ensure a proactive and strwijr teg<ation and engagement of the PDQ department functions, skills and capacity across me CGas welt as with CARE as a whole Leads in . ensuring capacities, processes and procedures reflect a strong commitment to impact lltraughout the CO
Confinually strives to enhance the skills, expertise and capacity of the CO in program development & design process and RBA, civil society/ partnership strengthening, governance, advocacy, and quality and accountability standards. Overeee -development of communication and advocacy strategies and related campaigns so as to leverage the impact and influence of CARE’s work and ensure proactive teaming across the organization and partners.
Master’s degree preferably m a social science with at least 10 years of senior management experience Minimum of 07 years experience in strategic and ‘opefafonal planning, ‘program ‘design’ anfi” development, fundraising, and’ monitoring & evaluation and five years experience with financial management, budget development and (tavsr compliance and reporting Experience of i managing institutional partnerships with national and INGOs and establishing and maintaining collaborative relationships with donors, civil/society and government counterparts. Extensive experience in Implementing Rights-Based Approaches (R8A), advocacy strategies, gender and governance mainstreaming and initiatives. H.’She should have Program design skills, strategic planning and analytical skills, excellent creative and conceptual skills, advanced writing and clear oral communication skills, strong interpersonal skills, training skills, computer skills and ability to coach and develop staff
