HIRING OF SERVICES OF CONSULTANT FIRM FOR DEVELOPMENT OF POLICY, LEGAL AND REGULATORY FRAMEWORK AND TECHNICAL MATTERS PERTAINING TO OIL & GAS SECTOR
The Department of Energy, Government of Balochistan, intends to hire the services of a Consultant Firm having relevant experience in oil and gas sector to facilitate and advise the provincial Government for development of policy, legal / regulatory framework and technical matters pertaining to these sectors.
REQUIRED QUALIFICATIONS
The Firm — The consultant firm must be an engineering firm duly registered with Pakistan Engineering Council (PEC). It should have National Tax Number and audited statement of accounts. The consultant firm must have at least 10 years experience in oil & gas sector and experience of providing advisory services to government / semi-government sector. The firm must have core team comprising of three experts i.e. Technical Expert, Legal / Regulatory Expert and Policy Expert with the following qualifications and experience:
a. Technical Expert: Should have M.Sc or higher qualification in Geological Sciences / Petroleum and Natural Gas or relevant degree from a recognized institution having minimum 07 years technical experience in oil & gas sector.
b. Legal / Regulatory Expert: Should be LL.M. or having higher qualification from a recognized university and must have 07 years of relevant working experience in dealing with legal and regulatory aspects of oil & gas sector.
c. Policy Level Expert: Should be an MPA/MBA or Masters in relevant degree with minimum experience of 07 years in dealing with policy level issues in oil & gas sector.
