Prior experience in the field of organizational development

Job Description:

Support the Component Leader in component management and result-oriented monitoring

Maintain day-to-day contact with all provincial and regional component offices

Facilitate intra-component communication and coordination, in particular between the

different provincial/regional component staff, partners and stakeholders

Support the component leader in developing technical concepts, guidelines, manuals and

procedures

Keep abreast of institutional development in TVET and public-private partnerships in skills development

Oversees agreed activities related to PPP and apprenticeship training Organises quality assurance measures

Job Description:

Supports TEVTAs and provincial/regional stakeholders in the finalization and revision of provincial/regional capacity building plans based on the provincial/regional NSS implementation plans

Supports the design of tailor-made capacity building programmes for each TEVTA based on a critical assessment and evaluation of the present management and operating systems of the TEVTAs, including HR management, planning, budgeting and reporting systems, information management system, M&E system and quality assurance system Assists TEVTAs and provincial/regional TVET authorities to develop and use an appropriate management system and to build up a “TEVTA culture-Assists TEVTAs in the implementation of the national quality management system for TVET institutions at regional/provincial level Supports TEVTAs to develop and implement a modern human resource management system

Supports TEVTAs in conducting annual organisational evaluations Supports TEVTAs in the set-up and implementation of monitoring systems Assists PTEVTA (Punjab) and STEVTA (Sindh) to prepare for ISO certification
Assists in designing appropriate support and coaching mechanisms between PTEVTA and STEVTA on the one hand and the smaller and more recently formed TEVTAs on the other hand

Supports the monitoring of component activities related to organizational development and preparing reports on these as an input into component and programme monitoring/reporting

Supports product-based knowledge management

Assists in the development of strategies, technical concepts, guidelines, manuals and procedures, as required Drafts reports and presentations

Facilitates workshops, seminars and other events to foster organizational development of TEVTAs

National Coordinator PPP

Qualifications and Experience:

Degree in a relevant field (business development, education, technology, etc.)

5-7 years relevant occupational experience in an organization providing or facilitating

TVET as well as working experience in a multi-disciplinary context

Prior experience with working in TVET reform processes would be an asset

Sound knowledge about business development and business management practices

Experience in enterprise-based training, apprenticeship training and/or public-private

partnership in TVET

Sound record in working with private sector representatives Experience with result monitoring

Very good working skills of information and communication technologies (especially MS Office)

Fluency in spoken and written English and Urdu

Job Description

Assists in finding and undertaking appropriate mechanisms to involve private sector representatives in TVET planning and monitoring in their provinces and regions Conducts capacity building activities on principles and approaches in public-private partnership in TVET targeting public as well as private sector stakeholders Promotes PPP and ensures, in cooperation with the provincial/regional capacity building managers, that at least one public-private partnership model is implemented in each province/region during the duration of the component

Facilitates the development and operationalization of result monitoring mechanisms for PPPs in Pakistan

Keeps contact with the German-Pakistan training initiative in Karachi and ensures a permanent learning process from each other

Ensures that knowledge and experience from PPP activities in the provinces and regions are appropriately communicated at Programme level and within the national discussions on public-private partnership in TVET

Facilitates and organises workshops, seminars and capacity building events for provincial/regional stakeholders on public-private partnership in TVET Facilitates communication and experience sharing between stakeholders at provincial and regional levels

Develops, as necessary and appropriate, strategies, guidelines, manuals and procedures Regularly reports on PPP activities and their results to the component and programme leadership

National Management Trainer

Qualifications and Experience/Requirements

Degree in a relevant field (education, business management, etc.) Experienced teacher

Extensive experience in planning and conducting management training in Pakistan Sound knowledge of TVET sector and TVET reform approaches Experience with result monitoring

Very good working skills of information and communication technologies (especially MS Office)

Fluency in spoken and written English and Urdu
Job Description:

Undertakes training needs assessments of TEVTA staff in the provinces and regions Develops a training plan for the components, in response to the training needs assessments

Develops curricula and teaching and learning material for tailor-made management

training programmes based on the TNAs

Delivers training programmes in accordance with the training plan

Monitors the training and the training results

Coordinates all activities with other component staff to ensure that component activities are appropriately synchronized and synergies enhanced Develops a framework for result monitoring of training activities focussed on the application of what has been learnt

Plans and organises other learning and experience sharing events aimed at deepening and sustaining learning, such as coaching, peer group activities, e-access to learning resources, etc.

Facilitates communication, knowledge sharing and learning about management training for TVET authorities in Pakistan within the component and the Programme

Regional/Provincial Capacity Building Advisor

Qualifications and Experience:

University degree in a relevant field (education, business development, technology, etc.)

At least 2 years of occupational experience in an organization providing or facilitating

TVET and having been involved in TVET reform processes

Sound knowledge about modern thinking and approaches in skills development

Experience in working with private sector representatives

Experience in working with international development partners

Experience in project management

Very good working skills of information and communication technologies (especially MS Office)

Fluency in spoken and written English and another language that is commonly spoken in

the province/region. Fluency in Urdu is an asset

Job Description:

Coordinates with the TEVTAs regards the implementation of component activities Assists in the planning, preparation and organization of capacity building interventions of the component
